Condition:This book is used and seems to be a specific copy made from original 1984 letter from the NYC Transit president, Mr.Gunn
USED and not original:
Front cover: has some smudges on top
Back cover:Â has some brown smudges, not a lot..front cover has more. The page is slightly loose- back cover only.
There are some pages that have a rip in bottom left corner, all next to each other in one area in Exhibit III
There is one page ripped in exhibit V.
Some pages have discolored brown spots on the corner edges.
There are no taped up pages and no notes in pen or pencil and no highlighted areas.
The book is spiral bound, no pages can come out or be inserted.
On the copy of the letter to Mr.Kiley, there are paper clip imprints marked on some pages.
No pages missing that we notice, still a good copy and informative for any collector/reader.

This is a copy of the original budget revision request written by then NY Transit President Mr.Gunn, sent to Mr.Kiley who was the MTA Chairman, his boss really..
Notice, the letterhead copy was from 370 Jay Street in Brooklyn has a signature of Mr.Gunn to show he wrote the letter and that he originated that letter from his office. When Mr.Kiley got the original book, he has the original signature.
That's rare documentation.
We don't have the original book on original letterhead, this is a copy of what was sent out in Nov.1984.
The title is about the 1985 Capital Budget and ideas for revised ways to spend budget money based on Mr.Gunn's ideas, all related to the 5 year capital plan. The 1980's were a busy decade in the NY subway system and this book talks about many plans on how to spend the money to fix things up. From buying new cars, buses, fixing trains, train stations, train yards, bus depots, etc..has lots of money calculations and what areas they wanted to address for fixing the system..you had lots of graffiti on trains in 1985 and many cars were getting ready to be scrapped for new cars being delivered.
For example, the front cover of the book shows a delivery of new R62 cars made in Japan and being delivered in Brooklyn that were soon to be on the #1 and #4 lines in the mid 1980's, to replace older cars now in the system since the 1950's at that time. Those cars shown on the cover here are still in use today on various lines, many were refurbished to keep them better for use.
If you want an idea of what NY Transit had planned to do using Capital money to do major work, this would be an interesting book to have.

There are no photos of any train cars inside on any pages. The only train photo is on the front.
Inside is all text, charts, budget data. All pages are in black and white, no color pages.
The book is thick, not a thin booklet..

Spiral bound, not a 3 ring binder where you can take out pages easily.
The last 64 pages are numbered and are part of the Exhibits where different areas detail budget breakdowns.
All pages are one sided and on thick paper. There are no photos or drawings, only text and accounting related
details on what they want to fix and how much that would cost, etc..
